Open Apex Page - Login Problem

Personal I installed Oracle Xe on my machine and performed the Apex upgrade to version 3.2, until then beauty, the scripts have risen if any errors. When I open the browser to enter the Apex http://127.0.0.1:8080/apex/apex) to log in to my workspace, the following message appears:

Select all

application=4500 workspace=10 
Error ERR-1014 Application not found.  

For this problem and got a solution?

I have identified the reason that it generates this error when opening the Apex URL, following:

- When Apex Update is made the first script that must be rotated is the installation script From the new version and there are two scripts: Apxrtins and Apexins (these two scripts aims to update APEX). In my update I had rotated the Apxrtins (because in a tutorial that I found on the internet he asked to run this script) and caused the error as I published ahead. Second you read on the Oracle website the Apxrtins script, functions as a runtime of Apex (I do not know for what purpose). So right in the Apex update is to run the Apexims script.
