WHERE clause of a block

If I put in the clause WHERE a block, for example: field =: item_form and this item has not been writing anything on it. What is the behavior of the form? He ignores the condition, or WHERE field = ' '?

WHERE ( :item_form  IS NULL OR campo = :item_form  )
Thus, if the ITEM is null, it will bring everything. If you have filled in, it will filter for this field.
