I have an EXP full of a base. Is there the possibility of being able to import all users contained on this basis so that I do not have to create all users?

If you use the EXPDP (datapump) instead of the EXF, yes! When importing Dump Full, all users are imported automatically, okay?

But from what I read, EXPDP only works if you use the same OperaCiol system, does this proceed?
My current environment, runs on Linux and I am migrating to a Windows environment. So I need to generate Dump on Linux, and import everything into Windows.
Do you have any other tips?

Brother, make a DDL of the source bank tablespace and edit the paths of the same for your Windows Server and, recreate the tablespace in the destination bank, change the path of the Datafiles do the import via DataPump
