If you want official courses, Oracle University has a teaching trail focused on PL / SQL developers. In the case of beginners, Oracle recommends these 2 courses:
Oracle Database: Program WITH PL / SQL
Oracle Database 11g: Advanced PL / SQL

But I do not know what your level of knowledge of SQL Oracle. If you still do not know (or know very little), I would recommend that before these two you took an Oracle SQL course, such as "Oracle Database: Introduction to SQL".
About teaching institutions in São Paulo, I could recommend for you the courses offered by Oracle representatives such as en-sofa, Senac or Veris (former IBTA). It may be that some of these institutions offer weekend courses.

As you can see, I only relocated to you the courses and official Oracle materials. I believe there are other (unofficial) educational institutions that offer courses in this area at a more affordable price. Maybe the forum colleagues can indicate some for you.

I forgot to mention one thing: if you wish to study for your own, there is an excellent book of PL / SQL in Portuguese:
Despite being Oracle 9i, this book allows you to develop complex PL / SQL programming logics. I would say Que is an "honest" technical book where you really learn to develop complex programs. Just read the chapters and do the exercises.
You can find and order it by the culture bookstore.

I think you have courses at PUC-RS by Oracle Academy, but also has Target Trust.
I recommend Target Trust. I took SQL, PL / SQL and ADM in BD Oracle and the guys are beasts.

Actually I am a layman in the subject, I have knowledge in Oracle EBS in the air modules, AP, CE and I want to leave for the knowledge of the structure in the language of the bank and then try a vacancy as a functional consultant.
This book "Oracle 9i - PL / SQL programming" that informed me covers basic knowledge to advanced?
Buying this book as faço to steal the practical part, has some .exe of the plsql?, There are tests for tests to the similar so that I can study?

The book would be good and would teach you to program in PL / SQL. He would be beyond BE-A-Bá, presenting some programming techniques.
However, I suggest you do an Internet search to see if you can download this book or find free material about PL / SQL and SQL. I believe that in Glufke has an area where some interesting study materials are offered.
Another suggestion I make you call for the culture bookstore and book (without buying, okay?) This book, asking to deliver him in the store closest to you.
You can remove the book into the ordering section and sit somewhere to analyze the book. If you find him interesting, then buy.

About what I told you about culture, when a book interests me, I usually visit the bookstore and even book books if they are not in stock. And only after taking a veneer, I choose to buy or not.
