Which use are you using?
The right user is SYS or System. The password is the one you specified when the bank creation.

Can you log in through SQLPlus?
Make sure the Listener is running!
Another thing, on my desktop (OpenSUSE), the OEMAPP console works right and I can log in.

Now it's hard to help!
You can do is to remove all connections (databases tree) that OEMAPP has at the time and redo them. A detail is that I use the "oeamapp console" with the first Lanch Standalone option.
At the time of adding a database (actually making a connection) it asks you how to add: manual or through your tnsnames.ora. Tests the manual.
Lament not to help much,
Gilberto
