In my opinion:

Store in B.D.
* It is safer, as images are not "loose" on the server
* You can better manage the permissions of those who see the images
* It's a thing less to Be careful when backing up because you are back up Oracle.
* It is easier to use in Reports and Forms when the image is in the bank

Store in the OS
* It is easier to deal with the images, look at them, etc ... Just go to the directory and see the thumbnails, etc.
* is easier to interact with languages ??in general, PHP type, etc. (do not need a special routine to search for the bank Nor save). Sometimes dealing with the Lobs is kind of boring ...
* You have to back up this folder separately. (Maybe this is an advantage to ...)

Does anyone have more pros and cons?
