How many clients you have on your machine Verify that the TNS of all clients have what you want to connect, as SQL Navigator takes the last client installed.

Brother,
One thing that can be seen, too, is your sqlnet.ora .
When a new home is installed, it must be default to connect to the visual tools.
What happened to me, was the following, I installed a new home and, I only copied my tnsnames.ora to this home.
occurs that, in my TNS, I work with Default Domain, which is informed in SQLNet.ora and, my sqlnet.ora was the creation and, not what I had in the other home's.
Check if it can be your case and, anything, send us.
