Hello Guilherme and [DR_GORI],
I followed this tutorial that Guilherme Sujeriu had found him on the Oracle website. Can it be a problem with the installation files that I downloaded?
Thanks.

For this logging with the user that you installed Oracle or another that has permissions and environment variables already enabled.
Then it is only to call
$ORACLE_HOME/bin/dbca
and follow the steps-
