ORA-12560: TNS: protocol adapter error

I am trying to connect the SQPLUS with the following command:

SQLPLus "/ SYSDBA"

When you run the command the following error occurs:

ORA-12560: TNS: Protocol adapter error

In this machine there is more than one customer installed, I checked The conclusion that this error is related to this, since if I run the
command
SQLPLUS User / password @ instance

works normally

The problem is that I have to enter a user who has privileged to overthrow and raise the bank
