Problems connecting in Database Constrol

I can not make the console start.

I perform the following command:

Select all

emctl start dbconsole

However, when starting the Start process occurs the mistake.

follows the error:

The parameter in the "SNMP" listener is off.
Do you have anything to do with it? If yes how do I put it on on?

They are several log and huge, there is no way to put them here.
No idea how can I solve this?

Agent is not started. Can be it? How do you start Agent?

If your only Windows is going on service and ncia the dbconsole there but use this command emctl start agent
