ORA - 12154 PL / SQL Developer

I installed the 10g designer on my machine OS (Win 7 Pro 64) and it was a sacrifice to set up, then I installed the PL \ SQL Developer, but he could not connect to any bank Not even the local XE. From the error Ora 12154-TNS: No possible to resolve the connection identifier.

TnSping works correctly, and I can connect by SQL Plus and SQL Developer (other than a TNSNAMES).

Can anyone help me ..?

PL / SQL Developer Developer at 64-bit and a delivery Even works I can after I uninstalled Developer and installed Client Oracle in C: aí I installed Developers in C: \ Program Files ( x86) \ PLSQL Developer With this it takes the client tns_names and not from the local bank.

As my only is Win 7 64 bits it installs PLSQL Developer by default in the folder (Program files (x86)), if installed in the folder (program files) it will work normal ........
