Oracle XE does not open Home Page

I installed Oracle Express on a computer with Windows XP Professional Service Pack 2.

Installation was done normally and the bank is running (initiated).

The problem is that I can not connect either by browser when calling the home page accessing location host http://127.0.0.1:8080/htmldb does not find.

nor through SQL Plus - Messages are

 ERROR: ORA-01034 - ORACLE not available, e ORA-27101 shared memory realm does not exist

Does anyone know what may have occurred?

Your bank has not started!
Connect as sysdba and make a startup.

Strange, because when I click on start oracle and he says the bank is already running ..... I'm new to bd how do I start like sysdba ???

Then I have the same problem but I started the bank.
I have it installed on a Linux Centos 4.3 but does not open the home page or freaking out at all.
